I don’t understand why you couldn’t get his position. It’s clear that you need to have a plan for dealing with schools when shut so children can still receive remote learning and working parents are given the opportunity to adequately prepare.

Ideally yes, and I understand that this may cause some disruption but this will help minimise the risk would have been the simple answer. Not too sure why he couldn't say that.

Because then it would like he was agreeing with the Unions and he doesn't want to be seen doing that. Best wait for Scotland and Boris Johnson to say "close the schools" first, then it's Safe.
