i believe they mean 4,000 minutes.
No they clearly state 4k HOURS in the email. which is possible at 1k subs. Just never... ever... take a long break as 4k hours means you have to stay very consistent when you are a smaller low sub channel or you can dip below that and have to spend months getting your avg back up
