I'd say yes. I know they were running some GP's before, but going from a few west cost GP's to running all the GP's in the world is basically a new business.

Absolutely. Many businesses accept the idea of being unable to make a reliable living for around the first two years. That being said they're an offshoot of an existing business, so while the risks and losses remain, their artist and ticketing model could improve.
