Advertisers are always involved even if they don't say it. Some advertisers will tell youtube to change something and they will at the drop of a hat. Because they don't want to lose their advertisers no matter what.

If you mean they are involved, then in a way, yes, because that's part of why the FTC sued YT. Children at certain ages don't understand ads, and videos aimed at kids with ads breaks FTC guidelines, simply put. Apart from that, this has nothing to do with advertisers.

This is a lawsuit from a gov agency to protect children under the age of 13 (COPPA compliance) YT being a COPPA compliant website, so 12/under can use it, means they have to have certain protections in place. The FTC argued proper protections weren't there. YT now has to fix that
