Why not have every municipality do it? The communities themselves should provide for the needs of their citizens. The best way is to establish utility cooperatives. Everyone that pays a bill would receive a dividend of the years profits.
I like this too! It would also increase efficiencies by reducing the amount of energy lost in transmission over longer distances.
