I think I'm familiar with the study they're citing. There are two big issues with it. Firstly, they did not account for how the men acquired the HIV, they just assumed it was from hetero sex. Secondly, the circumcised individuals were asked to wait 4-8 weeks to begin having sex

Not that there might be certain benefits to circumcision; there is likely a 1% reduction in urinary tract infections. However, I personally do not think the benefits are worth wrenching the choice from an individual as an infant.
