Am I right in thinking cycling was around long before the Highway Code? Is it because motors came along a screwed everything up by killing?
Agree with your sentiment, but huge numbers of people died historically in collisions with/ in horse drawn vehicles

Very true. But when motors came along, people were dying in unprecedented numbers never seen before on our roads. Other motorists usually.
