Nono, its always powerd. All post codes (i think its them) on motherboard are on. Its juts this screens where u can launch bios, check ur parts etc, that loads before windows.

i remember something like that years ago with my old pc, and if i dont remember wrong... it was the motherboard or the graphic, not sure, and i remember i got the same problem, just before it reaches window's screen, my pc reseted all time.

hmm, not sure. the only thing i can think of is that you may have unseated your cpu cooler while cleaning it, so try checking that it's properly seated.

Basically GPU (cleaned it as well), coolers on the sides and cleaned everything inside the case. The thing I coudlnt acces was cpu, but i couldnt do anything with it without breaking
