Could you post a screenshot of your graphics settings?
I keep getting spotty FPS (57-60) when I play on Netplay. Is there better settings I can use on Slippi(FM settings) to better that? When I play offline, it's completely fine btw. Is OpenGL better than Direct?

Well first see if you can run dolphin offline without drops. That narrows it down to either your hardware sucks or your connection sucks. If it's a connection issue: Obviously, wifi is the worst thing ever, so don't use that, but try running an extended ping test to see whats up

It doesn't drop FPS(or rarely I guess?) while I'm offline. But I think COX internet just might have weak connections):

I found out recently with my setup, but try setting the aspect ratio to auto and enable wisescreen. Try that with a typical practice partner and see if the FPS stabilizes more. I had the same problem and that helped a lot

Slippi works TERRIBLE for me online but 5.9 feels great. Idc about getting replays really but it can be hard finding games on anthers for 5.9

Direct x is definitely more suited for camping compared to opengl

Also set you graphics not to auto but to whatever your native resolution is in your windows settings
