Question if I live at the beach may I walk on the beach with my dog in Imperial Beach on the dog side for exercise. Not stopping only walking. I haven’t but would like to and don’t want to do the wrong thing.

I hear you, but he literally has the power to enforce this. So if be enforces this, and he will, it's enforceable. You have to realize he doesn't give a rip about the Constitution. He doesn't care about the Constitution, and won't get in any trouble.
