Seems more like assembling than building.

What do you think construction exactly is - they should mine ore from the ground, process the raw material and forge the steel into rails on-site?

I take 3 minutes to fry an egg. If I put 1500 chinese wrorkers to fry an egg will they do it in 3 seconds?
-
Obviously not... like 1500 chinese workers wont help any woman to give birth in 9 seconds, instead of the regular 9-month. There are some situations in which scalabity does not help

Pre fab units? The reality is a hell of a lot more time and people went into it than this last step showed
-
That’s how you should do it! Prefab off site & less time on track.
-
Cons, huge lead times, have to have an established full construction design prior to all components, requires a higher level of labor, or atleast supervision of labor to assemble than the average concrete pourer
-
And cost of materials obviously much higher than non pre fab it goes without saying
