Whoever came up with this new policy isn't much of a student of history. It's a huge gamble: either you imprison enough people that the protests stop, or you end up demonstrating the legitimacy of their cause and make the situation worse.

An undemocratic system with no accountability and beholden to an entrenched economic elite demonstrates the legitimacy of HK’s cause. Images like these demonstrate the urgencypic.twitter.com/s8sWwgNud3

If rioters are not arrested, it would mean society is condoning violent acts to achieve objectives and in longer term, society will descent to anarchy and eventual collapse.

The best case outcome from this sort of aggressive policy would have been the alienation of an entire generation of HK'ers. If the government was willing to do that, it's just a matter of time before they get replaced by a new generation and philosophy -- before 2047.

I don't know why BJ didn't either move faster or seek reconciliation. This is not a negotiation and should never have been treated as such. It will just be seen as gradual escalation of a social war by a lot of desperate young people.

Long time since I studied, and I didn’t expect to actually live in white terror... but to answer, isn’t there a school that says once in conflict, BJ can not ever but seek to escalate until resolution? Isn’t that a part of the Party’s ideology? They don’t negotiate, They buy time
