The question is not whether you are carrying one, it is about how you use it. Him buying ten powerful ones and tried to run away when stopped by police is I think for any reasonable minded people to raise suspicion. He should be arrested for investigation.
The involved laser guns are powerful enough to burn paper in a short time, not an everyday laser pointer you use in your powerpoint presentation. Can you even distinguish them?
