RECAP: The digital design review emergency ordinance failed to get the required 7-vote supermajority after CM Morales joined skeptics Herbold & Pedersen. Morales asked to revise her vote, but procedurally can't until next week.

CM Herbold's Amendment 1 failed on a 4-5 vote with CMs Mosqeda, Gonzalez, Juarez, Sawant, and Morales opposed. Herbold's bill would have got ridden of design review exemption for affordable housing projects. Background here: theurbanist.org/2020/04/03/dig

to clarify: they couldn't today, but it doesn't have to wait until next week. They can schedule another meeting for later this week and do it then. The only constraint is the requirement to post notice of a meeting 24 hours in advance.
