It's been really interesting paying more attention to foreign policy statements globally
So much of it is people talking past each other--either for political reasons, or because they actually don't understand where the other side is coming from

anything shared publicly re foreign policy is largely for the local populace. if the messaging lacks nuance, it has more to say about the voting population of said nation than willingness of politicians to tackle the issue.
Cuban missile crisis is a great example.

my weak sense is that over time politicians have more and more been synchronizing their public and private statements
but I could obviously be missing things there
