It's been really interesting paying more attention to foreign policy statements globally
So much of it is people talking past each other--either for political reasons, or because they actually don't understand where the other side is coming from

I think jostling for the upper hand on dialogue is more a game theory tactic and less "not understanding the other side".
Clear reasonings for some of these things and its to evoke a specific response or to play a certain position.
