the legal def. of "trading facility" is doing a lot of lifting here, it's very ambiguous to me right now how expansive that definition is

Yes but distribution is 70% of market share beyond BE tech so, I am mostly investing my optimism on the premise of banning US IPs at the FE level. The language here needs to be drilled down tighter on MM definition, jurisdiction, what qualifies as a facility etc.
