2) I think in the end that it depends on what his plan is.
If his plan is to replace the current moderation policy with "ask Elon whether to censor something", it's not making anything better.
If his plan is to replace it with "no moderation" then terrorists --> new plan

3) But I think there are better things to do here, and that Elon might really do them.
In general I think that the right answer is something like "there isn't one single moderation policy".
All UIs have to moderate e.g. terrorism, but beyond that there can be consumer choice.
