nope -- it's all unlocked; just some don't technically count as "circulating" if they belong to e.g. foundation

That's a straight-up lie, they are locked in staking contracts. Those who want to unlock can only do so in the next epoch and only 25% can be unlocked per epoch. So those coins are yet to hit the markets. Your shitcoin is going to 10 cents.
