Is this matching engine focused or broad across the board? (i.e. will this help with the UI issues that were hit yesterday, and if not can people expect a post mortem and plan of attack for avoiding that specific issue in the future?)

Yup this specifically addresses the thing that happened yesterday -- which was, basically, post-order-matching processing/notification of fills.
