This is a weird argument. It sounds like he's saying Binance is choosing to have rivals ranked lower on CMC but *it's not that bad* because it's somehow an improvement.
Before the acquisition OKEx was ranked correctly. Which means that it's got worse.

It's still net better, though that part is bad.
How can it get better if you can tweak and change your grading systems however you like while your competition has no say in that?
That is called a monopoly. Something decentralization is fighting against.
