Some brief thoughts on governance:
a) nothing's perfect
b) right now is temporary
c) let's have a real vote, get some multisig in this house, so things are stable
d) let's get migration done successfully
e) then let's think hard about what the right governance is going forward

What are the reason to incentivize staking during the migration? So there's liquidity on sushi swap right away? To be able to claim that the community successfully migrated huge LPs to a new platform?

there's a non-zero chance that funds will be lost during migration. so you can hold through migration, risk fund loss and get the extra sushi ... or unstake before migration and restake once the community is sure that the exchange is bug-free
