Is their a separate order matching engine and if so is it on chain?
Is there an insurance fund like Bitmex?
How does SRM plan to handle on chain congestion if and when that happens?

1) Yup fully on-chain matching engine

3) Solana can handle 50,000 tps easily and likely more so we're a ways off; also Solana scales with Moore's law
