Being able to inter-operate with Ethereum is really key, but so is being able to stand on your own as a layer 1; I think fast layer 1 + optimistic rollup with Ethereum is the way to go.

I agree with this. In fact Counterpoint to Andrew is The best ethereum layer 2 solutions are in fact another EVM compatible layer 1. I wrote about it recently while exploring Reddit scaling contest.
