What prevents crypto exchanges from posting asset performance ("Daily Change") to a daily open price (fixed time) rather than the currently suboptimal rolling 24hr change? Is it just inertia?

On FTX you can toggle this!
Default is vs midnight UTC but you can change to 24h rolling in the settings menu
