No.
After 10k the discount becomes 0.02 bps for each additional 10k up to 1M. Then 0.01 for each 50k.

I think in a few places rather than say "yeah no one cares beyond X" Bitfinex says "sure if you have > X you get this thing, who knows, maybe someone will want that".
E.g. their fee tiers go up to ~3x their total exchange's ADV: bitfinex.com/fees
