There wasn't a problem, so no solution was necessary. You can't and shouldn't tell your users how to use your platform. Most successful 2-way marketplaces ended up being used differently than originally conceived by founders. Let the market work itself out.

How waw this not a problem? One party which was adding no value was capturing most of the BAL reward.

Most of the parties are adding close to no value: most of the pools by size are liquidity mining and not done with the intention of actually providing to someone else.
