TBH we'd pay a lot right now for a really good dev who also has a really good sense of aesthetics. We also recently hired one, though. We're starting with redesigning the mobile app; hopefully we'll get to the website after that.

It all starts with UX design and research: - identifying and prioritizing pain-points - information architecture (navigation, labelling features, page layouts) - user flows - usability issues Then we can talk about an improved UI. Without UX design user issues won't go away.

About the mobile app: please say that you're usability testing it and looking at analytics data as well. Don't start tweaking the front-end before doing all the above first.
