Anecdotally, yes, but I think it's about exposure.
From anecdotal mesearch, the African community in which I grew up ranked jobs like:
1. Doctor
2. Lawyer
3. Support for either industry
4. IT (as a catch-all for tech)
Ranking may change if located near tech industry

So my hometown area didn't have a strong tech presence, and most of my cohort ended up in medicine or music (I was the black sheep). The cohort after me has a little more tech representation, so I think it could change over time if tech appears (or is) more accessible to them
