Does this imply airlines should receive compensation from every government that imposed travel restrictions, i.e. not just the Fed?

you could make that argument! Obviously countries aren't going to bail out other counties' airlines, but I think there's a good case for them at least trying to keep their own alive.
Just nationalize them. We really aren't seeing value from them being competitive. They collude and take advantage of their customers at every turn. Use this as an opportunity to wind them down and make an improvement
