wait is Binance's DEX just an Ethereum DEX or using Binance Chain or having some kind of multi chain interoperability? or is FTX leveraged tokens taking a multi-platform Tether type approach where the tokens are run on multi chains ?

It's BEP2; yup, some LTs are now both ERC20 and BEP2 tokens, you can create/redeem either.
