It's a tricky question, and different people use it to mean different things! But basically, I'd think of it as "someone who does trading supported by statistical studies".

Are bollinger bands supported by statistical studies? What I mean by that is, roughly: there are rigorous studies, with decently low p-values, that demonstrate a trade is positive expected value.
