IOW if you carry your own water, food, emergency repair kit, phone, and could legally wear a broad-brimmed sun hat, it'd be OK to cycle this route today. Except for all the fast-moving motor vehicles, many of which we know have drivers illegally on phones, or are DUI/unlicensed.

In Australia, many cyclists ride in these conditions perfectly well thanks. Some may not be exercising the best judgement, but the're using the road legally during the day.
