My guess is that they (Biden, too) are referent to PBMs and wholesalers and referring to controlled substance (mostly opioids). If so, I’m not opposed.

I needed an antidepressant. I am having a TERRIBLE time getting my depression under control. The insurance company decided I could not take the med, which I had sampled & found helpful, unless I tried 2 kill myself first.
