        Dude, the point of this statement is not to clarify, but to put the fire out. His remarks were clear, and it *was* a veto threat, albeit an erroneous one: "tandem" means that the bipartisan bill won't even get to him without reconciliation bill passing. Dems control the process.

        Biden’s statement was unambiguous. He said, “if only one comes to me, this is the only one that comes to me, I'm not signing it. It's in tandem.” This isn’t a clarification. If he’s willing to sign the bipartisan deal without the reconciliation bill, that’s a change in position
