Besides the WH itself which has staff like Sylvia May Davis, Brooke Rollins, and Chris Liddell working to stop Trump on a daily basis (aside from Jared Kushner who's "playing government"), DHS and the State Dept. are filled to the brim w/ Never Trumpers hired by Nielsen & Pompeo
It's not just people like Mary Kissel, Jim Jeffrey, or Elliott Abrams who worked aggressively to stop Trump in 2016 that Pompeo hired... it's also Obama holdovers like Larry Bartlett who's now the Director of Bureau of Population, Refugees, and Migration.
It's a tossup but Pompeo may have surpassed even Nielsen with the amount of Never Trumpers he's hired... and she hired A LOT.
The good thing is we're constantly hearing that Trump doesn't love Nielsen and her time may be up sooner or later. The bad thing is nearly all of DHS has to go (with the exception of UCIS because they're doing amazing work)
There is no use of firing Nielsen if we also don't fire her chief of staff Chad Wolf who enables her bad behavior. He formerly worked at the TSA and was a lobbyist. I was told by my sources that Chad has been instrumental in stopping wall funding for the last year+.

May Davis is/was in charge of The Wall and she is shockingly bad. Put there by Liddell. Unfortunately getting rid of Kelly didn't get rid of her. But in run up to Nat'l Emergency, Davis was supplanted by Kushner's team. Not sure which is worse.
