  Wrong on many fronts. That commission was a CNDD-FDD outfit, with pre-scripted recommendations, and with no mandate to initiate a referendum. True opposition had been run out of the country, if not dead(ask about Feruzi). Tricks to dismantle rhe Arusha accords.
