  Utter rubbish! Even as USSR, UK, FRANCE, USA were crafting their 'modern system of international relations', 60% of humanity was still enslaved by UK & France. The depoticism claimed to have motivated this 'modern system' persist even today, perpetuated by the very same Nations.
