Exactly. They couldn't even get a one time payment out to people in a timely manner. Means testing would delay it to the point of cancellation. Not to mention, if it's based on previous years returns that fails to consider job loss or salary cuts.

Doing it this way ensures that people who have been victims of identity theft like me might get nothing. I never got a check because someone else is working using my social security number, and the offices won’t help me because it’s “not an emergency”
