Disclosure requirements have loopholes and have not been strongly enforced. But an ethics task force in 1993 specifically recommended greater disclosure over more prohibitions for "citizen" lawmakers.

Seems like one solution, but not the most politically feasible one, would be to go ahead and pay legislators. Having a citizen Legislature has benefits, but current system limits who is able to serve.
