It will be interesting to see what, if anything, the local Catholic diocese has to say about this, and whether there's an interest in re-installing the statue. Fr. Serra is a historic figure in California, sure...but he's also a saint of the Church.

Probably because they enslaved the natives as forced labor to build those missions and the presidios wherein resided the troops who protected those missions.
