How odd! I was told that any entity (e.g., cnty, city) could interpret the "Public Hlth Emrgncy Order" any way they see fit. E.g., many "entities" closed GREEN dump sites to gen public (not contractors) b/c they interpret "citizens should stay home" as - can never leave home.
