That said... I'd wager if it really was traveling spread, at 330mph, we'd very likely have seen it make it to the ocean by now. In fact, that's definitely a fact (because air travel would show us this fact).

So, that would assert the notion that the fire department chose the wrong pairing there. Should've not emphasized lengths with the 80 fields, while specifically using the term "rate of spread". Definitely could have been worded FAR clearer.

Not sure, but they were still noting how incredibly rapid the fire was spreading, and that the direction it shifted to (that puts Chico on it's course) was not expected. So, considering how they were treating it... I'd think they'd be trying to be safe and likely get all out.

Heck, Chico evacing at that population is made more ridiculous when you take into account the likely over 30k people that have there from evacing the canyon (which included what was Paradise)
