Republicans have mischaracterized the 72-hour rule as a new rule, but it's been in the rules under Democrats. Since it's not a change there is nothing in this rules package text about it. But they're keeping the 72 hours for reading bills with McCarthy committing not to waive it.
Republicans have said on the floor that this GOP rules package requires bills to be available for 72 hours before a vote. That's not true. The only 72 hour rule in the rules plan applies to bills brought up under Calendar Wednesday.
