Romania only has a small amount of older F16s. UK Typhoons are there as part of a NATO commitment to protect Romania. It is standard practice to escort Russian military aircraft near NATO airspace.

No real need to launch our aircraft ! Much easier to launch a millise and bring it down if it strays into our airspace. I am sure the Russians would not like it, and would stay well clear in future. Even better would be an EMP to disable the spy plane, making it useless.
