Where is the clarification that it's just black cabs? The doc refers just to 'taxis'

It's only black taxis (ie traditional London Hackney cabs) that are exempt from Ulez in this context.

I genuinely think a one-off scrappage and replacement scheme to remove all the non-LEVC black cabs off London roads in the interests of improved air quality, funded by a combo of local/central govt and industry, would meet with widespread approval

How would that work there aren’t enough ev taxis to replace them, Nissan only making 500 in year one of trading, not sure what waiting list is on txe. On top of that where will 20k ev taxis charge up ?

Absolute bollox. There are 19,000 taxis in London. 16,000 diesels. Never all work at the same time. With the millions of diesels & petrol vehicles using londons roads every day, taxis equate to barely 1% use
