One of the worst things about Skryim is simply that if you steal from someone without them seeing it,, they might send thugs after you.

Not that you should steal from blacksmiths, but if they don't see you do it, they really shouldn't know who to send their goons after.
@dantheshive Add to that, if you get caught stealing, a simple charisma/strength/intelligence dialog check would be nice
