Very little is illegal if you have enough money. Once heard a wealthy man say it's not illegal to park in a handicapped spot, you're just paying $200 for a great parking spot, which was chump change for him. I like the Finnish approach of basing fines on salary.

School friend of mine’s wealthy-ish father driving us somewhere. Me: we can’t park here there’s an $80 fine. Him: I can park here it just costs $80. Never forgot that. It’s a different mentality to us.

I did that once at a festival. But relatively, the parking ticket was $20. Event parking was $25. No brainer.

Any law enforced solely by a fine can be translated as “legal for rich people”.

Unless you do it the finnish/swiss way. Speeding tickets there are coupled to your income. The world record holder is a swede going 290km/h in Switzerland and claiming his speedometer was faulty (yeah, right). He got a million $ fine.
