Kemp did not design these rules and there was no action that he could have taken to stop their implementation. It was a continuation of the existing system. If you are as informed as you imply, then you are blatantly lying about this.

Nope, Kemp went to court to enforce the rules as strictly as possible because it helped him politically. He went to court to prevent a judge from legislating from the bench and to uphold rules that were passed in legislature and signed into law. It caused 200 people to not get a ballot on election day even though they could have corrected their registration online or in person.

Really poorly. It institutionalizes white supremacy and provides entirely too much power to a rural minority in a majority urban country. It should be abolished since it also failed to prevent an obvious criminal from taking office as it was intended to do.

Yeah, that was just a rhetorical question anyway. In 1992, Clinton was elected with 370 E.C. votes but only 43% of the popular vote, even though he was guilty of forcible rape against Juanita Broaddrick . No system is perfect, I guess.
