Sorry, ignorance based question here, this is specifically HPV right? Does someone have to have HPV to develop cervical cancer? I read the report, but it's maybe too technical for me, I think it say 80% of cervical cancer instances have presence of HPV, did I read that right?

Yes, HPV. Certain strains are highly carcinogenic, and the vaccine targets those.

I replied with a link to CRUK statistics showing that claim is absurd, but oddly enough she didn't get back to me. (Cervical cancer is very rare among under-25s so a "54% increase" is almost statistical noise, and any apparent increase is down to better detection and diagnosis.)
